According to reports Diyarbek Uzakbaev was trying to cross the street to reach an ice cream truck was hit by a speeding vehicle around the crossing of the 29000 block of Pujol Road in Temecula, California.

The police identified the driver who struck the kid with his car, 25-year-old Bradley Megginson. He was arrested for gross vehicular manslaughter. Authorities added that they believe Megginson was drinking alcohol leading to the accident.

New Federal Regulations to Reduce Truck Driver Fatigue, Accidents
